Empower: District Cooling Drives Sustainable Growth in Dubai’s Vertical Expansion

Dubai continues to strengthen its reputation as a global leader in advanced urban planning, guided by a long-term vision that prioritises smart, efficient, and sustainable infrastructure alongside architectural ambition. As the city’s skyline rises higher, district cooling systems are playing an increasingly vital role in supporting vertical expansion while enhancing the efficiency and sustainability of Dubai’s urban economy.

With the Council on Tall Buildings and Urban Habitat (CTBUH) identifying Dubai as home to nine of the ten tallest skyscrapers currently under construction between 2026 and 2030, the emirate’s rapid vertical growth reflects strong economic fundamentals, robust investor confidence, and rising demand for sophisticated urban lifestyles.

Within this dynamic landscape, district cooling has emerged as a cornerstone of future-ready urban development. The technology provides an efficient and reliable cooling solution for ultra-high-rise buildings, aligning closely with Dubai’s vision for a low-carbon economy and sustainable urban growth.

Emirates Central Cooling Systems Corporation (Empower)

Ahmad Bin Shafar, CEO of Empower, Chairman of the District Cooling Operators Association, Special Advisor on District Cooling to the United Nations Environment Programme (UNEP), and Member Emeritus of the International District Energy Association (IDEA), said the growing adoption of district cooling systems in Dubai’s skyscrapers highlights the emirate’s commitment to integrated infrastructure that supports both urban development and economic competitiveness.

He noted that nine of the ten tallest towers under construction in Dubai rely on sustainable district cooling systems, reflecting increasing awareness among developers of the need for energy-efficient infrastructure capable of supporting vertical expansion in the UAE’s climate. Mixed-use developments, including residential and hospitality projects, require solutions that ensure long-term operational efficiency while minimising environmental impact.

Bin Shafar added that the use of district cooling in ultra-tall towers demonstrates how Dubai’s future urban development is built on innovation and sustainability. He emphasised that district cooling has evolved into a strategic enabler that improves energy efficiency, reduces carbon emissions, and enhances quality of life within landmark developments shaping the city’s skyline.

He further highlighted the role of the District Cooling Operators Association in strengthening collaboration among developers, operators, policymakers, and industry stakeholders to ensure the adoption of global best practices. This coordinated approach supports Dubai’s ability to balance rapid urban growth with environmental responsibility and economic efficiency, in line with the UAE Net Zero 2050 Strategy and the Dubai Net Zero Carbon Emissions Strategy 2050.

Six of the tallest skyscrapers currently under construction in Dubai will be supplied by Empower, including Binghatti Jacob & Co. Residences, Tiger Sky Tower, Al Habtoor Tower, Bayz 101, Six Senses Residences, and Franck Muller Aeternitas, underscoring the company’s pivotal role in supporting the emirate’s mega-projects and future infrastructure.

The District Cooling Operators Association also reaffirmed that district cooling is the most suitable cooling solution for the UAE’s climate, offering higher efficiency than conventional air-conditioning systems, reducing pressure on electricity grids, and ensuring reliable performance in high-rise and mixed-use developments.

This approach supports Dubai’s transition toward a more sustainable urban future, integrating growth with environmental stewardship and offering a scalable model for cities around the world.
